Dublin Planning Permission: What Every Tradesperson Should Know
Understanding Dublin's planning system isn't just for architects and developers. For tradespeople, knowing how planning works helps you time your approach, understand what the homeowner is going through, and position your services at the right moment.
The four Dublin councils
Dublin is covered by four separate local authorities, each with its own planning department: Dublin City Council (the city centre and inner suburbs), Fingal County Council (north Dublin including Swords, Malahide, Blanchardstown), Dún Laoghaire-Rathdown County Council (south-east Dublin including Blackrock, Stillorgan, Dundrum), and South Dublin County Council (south-west Dublin including Tallaght, Lucan, Clondalkin).
Each council publishes a weekly planning list showing all new applications received that week. These are public records available to anyone.
What needs planning permission?
In general, extensions over 40 square metres, any work that changes the front of a house, two-storey extensions, and work in conservation areas or on protected structures require planning permission. Many smaller projects are "exempt development" and don't appear on the planning register — but the projects that do appear are typically the larger, higher-value jobs that tradespeople want.
The planning timeline
A standard planning application takes 8 weeks to decision (12 weeks if additional information is requested). After a grant of permission, the homeowner has 5 years to commence the work. In practice, most homeowners start within 6–12 months of receiving permission.
For tradespeople, this means the window between application and construction start is typically 3–9 months — plenty of time to make contact, quote, and secure the job.
How to read a planning application
Each application on the weekly list includes the application reference number, the site address, the applicant's name, the agent (architect or planning consultant), and a description of the proposed development. The description is the most useful element for tradespeople — it tells you exactly what's being built.
Look for keywords relevant to your trade: "extension," "re-roof," "dormer," "solar panels," "replacement windows," "insulation," "demolish and rebuild." These tell you immediately whether the project is relevant.
